Abstract

ABSTRAK Perum BULOG adalah Badan Usaha Milik Negara memiliki tugas utama, yaitu bertugas menjaga pangan dan menjamin kelancaran penyebaran komoditas pangan. Kebijakan harga tertinggi gabah yang diberlakukan secara nasional tidak pernah sesuai dengan harga gabah di kalangan petani, sehingga BULOG sering kecolongan oleh para tengkulak yang berani membeli dengan harga lebih mahal dari BULOG. Perum BULOG Divre Sumatera Selatan kesulitan serap beras petani akibat tingginya harga dilapangan yang berada diatas Harga Pembelian Pemerintah (HPP). HPP yang ditetapkan Rp. 7.300/kg dengan harga fleksibilitasnya hanya Rp. 8.030/kg. Perum BULOG Divre Sumatera selatan menggemukakan akibat tingginya harga tersebut penyerapan yang dilakukan BULOG masih minim. Penelitian ini bertujuan menganalisis faktor-faktor apa yang mempengaruhi tingginya beras impor di Perum BULOG Divre Sumatera Selatan, menganalisis apa yang mempengaruhi Perum BULOG Divre Sumatera Selatan kesulitan dalam membeli gabah atau beras dari petani, menganalisis hal apa yang harus dilakukan agar beras lokal dapat bersaing dengan beras impor dan untuk mengetahui apakah pelayanan jasa yang diberikan Perum BULOG berpengaruh terhadap jumlah impor beras. Penelitian ini menggunakan metode Servqual, Balanced Scorecard dan Analytical Hierarchy Process selain menggunakan metode tersebut peneliti juga menggunakan perancangan usulan rantai pasok. Pengumpulan data yang diperoleh untuk melakukan penelitian ini adalah data pengadaan beras dalam negeri, pengadaan beras luar negeri (impor), data permintaan beras yang ada di Perum BULOG Divre Sumatera Selatan, serta hasil kuesioner dari konsumen dan pegawai Perum BULOG Divre Sumatera Selatan. Hasil penelitian ini didapatkan penyebab tingginya volume impor yang terjadi di Perum BULOG Divre Sumatera Selatan, kinerja yang dilakukan oleh Perum BULOG Divre Sumatera Selatan dalam melakukan pengadaan beras belum maksimal dari hasil pengkajian rantai pasok pengadaan beras yang ada di Perum BULOG Divre Sumatera Selatan sehingga hasil dari perancangan usulan rantai pasok yang telah di hitung dengan menggunakan metode Analytical Hierarchy Process yaitu hasil yang diperoleh adalah usulan perancangan rantai pasok menghilangkan tengkulak pada proses pengadaan beras yang ada pada proses pengadaan beras sebelumnya adapun hasil dari Analytical Hierarchy Process pada usulan Perancangan 1 (satu) adalah 2,193074175. Berdasarkan hasil dari kuesioner yang disebarkan kepada pihak Perum BULOG Divre Sumatera Selatan diketahui bahwa tingginya harga beras yang ada mempengaruhi pengadaan beras dalam negeri sehingga salah satu penyebab dari tingginya volume impor disebabkan oleh harga beras mahal dan kurangnya kinerja dari pengadaan beras yang ada di Perum BULOG juga menjadi salah satu faktor penyebabnya. Faktor-faktor yang mempengaruhi tingginya volume beras impor secara nyata adalah kebijakan perdagangan (tarif impor) rendah, harga beras impor lebih murah, harga beras dalam negeri yang mahal dan kinerja dari pengadaan beras Perum BULOG Divre Sumatera belum optimal dalam melakukan penyerapan ke petani lokal. Hasil perancangan usulan rantai pasok didapatkan lah hasil priority vector yang paling besar adalah perancangan usulan rantai pasok menghilangkan tengkulak pada proses mata rantai pengadaan beras. The highest price policy of the nationally imposed grain was never in accordance with the grain price among the farmers, so BULOG is often a misfortune by the brokers who dare to buy at a price more expensive than BULOG. Perum BULOG Divre South Sumatera has difficulty absorption of rice farmers due to high price of the field above the government purchase price (HPP). HPP set Rp. 7.300/kg with flexibility price only Rp. 8.030/kg. Perum BULOG Divre South Sumatera Menggemukakan due to the high price absorption that BULOG is still minimal. This research aims to analyse the factors that affect the high import of rice in the Perum BULOG Divre South Sumatera, analyzing what affects Perum BULOG Divre South Sumatera difficulties in buying grain or rice from farmers, analyzing what to do so that local rice can compete with imported rice and to find out if the services provided by Perum BULOG affect the amount of imported rice. This research uses the methods of Servqual, Balanced Scorecard and Analytical Hierarchy Process in addition to using the method of researchers also use the proposed design of supply chain. The collection of data obtained to do this research is data on rice procurement of domestic, foreign rice Procurement (import), data request of rice in the Perum BULOG Divre South Sumatera, as well as the results of a questionnaire from consumers and employees of Perum BULOG Divre South Sumatera. The results of this study were obtained causes high volume of imports that occurred at Perum BULOG Divre South Sumatera, performance conducted by Perum BULOG Divre South Sumatera in the procurement of rice has not been maximized from the assessment of supply chain rice procurement in the Perum BULOG Divre South Sumatera so that the results from the design of supply chain proposal that has been calculated using the Analytical Hierarchy Process method is the result obtained is proposed supply chain design Eliminate the brokers on the process of rice procurement in the process of rice procurement previously as a result of the Analytical Hierarchy Process on the design Proposal 1 (one) is 2.193074175. Based on the results of a questionnaire disseminated to the party Perum BULOG Divre South Sumatera is known that the high price of rice that exists affects domestic rice procurement so that one of the causes of high volume imports is caused by the price of expensive rice and the lack of performance from the procurement of rice that is in Perum BULOG also become one factor of the cause. Factors that affect the high volume of rice imports in real terms is a trade policy (import rate) is low, the price of imported rice is cheaper, expensive domestic rice prices and the performance of rice procurement Perum BULOG Divre Sumatera is not optimal in conducting absorption to local farmers. The results of supply chain proposal design obtained the most priority vector result is the design of supply chain proposal to remove the brokers on the process of rice procurement chain.
