Abstract

viii ABSTRAK Beras merupakan salah satu bahan makanan pokok yang tingkat konsumsinya relatif lebih tinggi dibandingkan dengan bahan pokok lainnya. Terbukti dengan adanya data BPS (Badan Pusat Statistika) yang merilis data tentang Konsumsi beras nasional periode Januari – Desember 2018, yang mencapai total 29,57 juta ton. Di Indonesia sendiri terdapat sebuah badan yang didirikan oleh Pemerintah untuk ditugaskan mengendalikan stok beras agar dapat tersedia dalam jumlah yang mencukupi sesuai dengan kebijakan-kebijakan yang ada, badan tersebut yaitu, Perusahaan Umum (Perum) BULOG. Penelitian ini mengambil sampel produksi beras, permintaan beras dan pendistribusian beras yang ada di Perum BULOG Divre Jawa Barat dan juga ke-7 (tujuh) Subdivre tersebut, yaitu SubDivre Bandung, SubDivre Cianjur, SubDivre Cirebon, SubDivre Indramayu, SubDivre Karawang, SubDivre Subang, dan SubDivre Ciamis. Setiap Subdivre memiliki kapasitas dalam pemenuhan permintaan beras yang berbeda-beda, ada yang menyanggupi untuk melakukan pemenuhan terhadap permintaan tersebut bahkan sampai terjadi surplus, ada juga yang tidak dapat melakukan pemenuhan permintaan tersebut, yang kemudian terjadi defisit. Supaya tidak terjadi surplus atau defisit yang berlebihan maka harus adanya usulan perbaikan agar manajemen persediaan Perum BULOG Divre Jawa Barat dan ke-7 (tujuh) SubDivre tersebut dapat optimal. Metode yang digunakan menggunakan perbandingan antara metode Q Back Order dan P Back Order, kedua metode tersebut sama-sama mencari persediaan yang optimal. Hasil perhitungan yang didapatkan menggunakan ke-2 (dua) metode tersebut didapatkan hasil untuk permasalahan saat ini lebih baik menggunakan metode Q Back Order. Metode Q Back Order menghasilkan optimal pesan dan total cost yang lebih rendah dibandingkan dengan metode P Back Order. Kata Kunci : Beras, BULOG, Persediaan, Q Back Order dan P Back Order viii ABSTRACT Rice is one of the staple foodstuffs with a relatively higher level of consumption compared to other staples. This is proven by the data from the Central Bureau of Statistics (BPS) which released data on national rice consumption for the period January - December 2018, which reached a total of 29.57 million tons. In Indonesia itself, there is an agency established by the Government to be assigned to control rice stocks so that it can be available in sufficient quantities in accordance with existing policies, namely, the Public Company (Perum) BULOG. This study took samples of rice production, demand for rice and distribution of rice at Perum BULOG Divre West Java and also the 7 (seven) SubDivre, namely SubDivre of Bandung, SubDivre of Cianjur, SubDivre of Cirebon, SubDivre of Indramayu, SubDivre Karawang, SubDivre Subang, and SubDivre Ciamis. Each Subdivre has the capacity to fulfill different demand for rice, some are committed to fulfilling the demand even until there is a surplus, some are unable to fulfill the demand, which then results in a deficit. So that there is no excessive surplus or deficit, there must be a suggestion for improvement so that the supply management of Perum BULOG Divre West Java and the 7 (seven) SubDivre can be optimal. The method used is a comparison between the Q Back Order and P Back Order methods, both methods are looking for the optimal inventory. The calculation results obtained using the 2 (two) methods show that for the current problem it is better to use the Q Back Order method. The Q Back Order method produces the optimal order and the total cost is lower than the P Back Order method. Keywords: Rice, Bulog, Inventory, Q Back Order and P Back Order
