(022) 2019218 Email : [email protected], [email protected] ABSTRAK Rumah Pemotongan Hewan (RPH) adalah suatu bangunan atau kompleks bangunan dengan desain tertentu yang digunakan sebagai tempat pemotongan hewan selain unggas bagi konsumsi masyarakat umum. Rumah Pemotongan Hewan (RPH) memiliki peranan penting sebagai mata rantai untuk memperoleh kualitas daging yang baik. Sebagaimana syarat dalam memproduksi daging sapi yaitu harus memenuhi persyaratan ASUH yaitu Aman, Sehat, Utuh dan Halal. Guna tetap menjaga tercapainya persyaratan ASUH, dibutuhkan penerapan Halal Supply Chain yang baik sehingga dapat membantu dalam menjamin persyaratan ASUH pada daging sapi. Namun penerapan tersebut tidak lepas dari berbagai risiko yang dapat memutus status kehalalan produk selama proses rantai pasoknya. Pada RPH di Indonesia sendiri masih terdapat beberapa fenomena yang terjadi seperti mati sapi diperjalanan, kegagalan stunning, pembelahan karkas dan pemisahan serta penempatan karkas serta jeroan yang tidak memperhatikan faktor kesehatan (Higienis) dsb. Untuk itu perlu dilakukan identifikasi risiko dan juga upaya mitigasi agar RPH mengetahui apa saja potensi risiko yang dapat terjadi dari proses produksi daging sapi. Dalam penelitian ini metode yang digunakan untuk menganalisis potensi risiko adalah model House of Risk (HOR) .Hasil penelitian ini menunjukkan terdapat 11 sumber risiko (Risk Agent) yang menjadi sumber risiko prioritas dengan 9 aksi mitigasi (Proactive Action) yang dapat digunakan dan diharapkan mampu untuk memberikan dampak terhadap penekanan sumber risiko (Risk Agent) yang terdapat pada proses operasional produksi daging sapi di Rumah Potong Hewan (RPH). viii Kata kunci : Halal Supply Chain, House Of Risk, RPH, Daging Sapi viii ABSTRACT Slaughterhouse (RPH) is a building or building complex with a certain design used as a place for slaughtering poultry for public consumption. Slaughterhouses (RPH) have an important role as a link in the chain to obtain good quality meat. The requirements for producing beef are to meet ASUH requirements, namely Safe, Healthy, Wholeness and Halal. In order to maintain the fulfillment of ASUH requirements, it is necessary to implement a good Halal Supply Chain so that it can help ensure ASUH requirements for beef. However, this application cannot be separated from various risks that can break the halal status of the product during the supply chain process. In the slaughterhouse in Indonesia, there are still several phenomena that occur, such as death of cows on the way, failure to stunning, cleavage of carcass and separation and placement of carcass and offal which do not pay attention to health factors (hygienic), etc. For this reason, it is necessary to take risks identification and also mitigation efforts so that RPH can find out the risks that can occur from the beef production process. In this study, the method used to analyze potential risk is the House of Risk (HOR) model. The results of this study indicate that there are 11 sources of risk (Risk Agents) which are priority risk sources with 9 mitigation actions (Proactive Action) that can be used and are expected to be able to to have an impact on the production of risk sources (Risk Agents) contained in the operational process of beef in Slaughterhouses (RPH).
