In its service, the Universitas Terbuka has a Unit Program Jarak Jauh (UPBJJ), one of which is in Bengkulu. The main task of UPBJJ-UT is to distribute Teaching Materials to each student before the tutorial takes place. It was found that there were a many of teaching material stocks at UPBJJ-UT Bengkulu caused by various factors. These factors also have an impact on other problems, like delays in delivery. Therefore, measuring and analyzing the performance of the Bengkulu UPBJJ-UT supply chain was carried out as well as designing improvement proposals to improve performance. Measurements were made using the SCOR model which decomposes the supply chain process for fulfilling BA UPBJJ-UT Bengkulu from the general to a more detailed process. The measurement results found that the UPBJJ-UT Bengkulu was 100% capable of fulfilling all BA requests with the right quantity, quality, purpose, and documents. However, the performance of plan source and deliver make-to-stock is poor, the forecast accuracy is only 19% and 2% of students receive BA late. The delay in BA acceptance was caused by students registering close to the tutorial schedule, students not taking the BA on time, and inaccurate forecasting. Inaccuracies in forecasting resulted in 10% -80% of BA being procured again. The design of the proposed improvement is made using Business Process Reengineering (BPR). The proposed business process focuses on fulfilling teaching materials with the right quality, quantity, time, objectives, and costs for 90 days.
