Abstract

ABSTRAK BUMDes Bumi Lestari (BBL) merupakan salah satu BUMDes yang memiliki unit usaha minyak VCO. Minyak VCO BBL memiliki aktivitas supply chain seperti produksi, persiapan bahan baku, dan distribusi, serta aktivitas demand chain seperti penjualan, promosi, dan service. Terjadi ketidakseimbangan produksi minyak yang mencapai 1.000 liter per bulan dengan volume penjualan yang masih terbilang rendah. Pelanggan sedikit, kehilangan pelanggan, belum adanya evaluasi kerja, belum mengetahui perencanaan strategi untuk mengelola penjualan, kurangnya promosi, dan persaingan menjadi penyebab dari permasalahan tersebut. Penilaian kinerja dalam operasional demand chain sangatlah penting dilakukan saat ini oleh BBL. Rumusan masalah penelitian yaitu bagaimana kinerja demand chain management dan bagaimana usulan strategi minyak VCO BBL. Tujuan penelitian yaitu untuk mengetahui hasil penilaian kinerja demand chain management serta merekomendasikan usulan strategi yang tepat untuk diberikan kepada BBL. Metodologi penelitian meliputi: studi lapangan dan studi pustaka, perumusan masalah, penetapan tujuan penelitian, pengumpulan data, pengolahan data, analisis, dan kesimpulan. Pada penelitian ini, penilaian kinerja menggunakan pendekatan model demand chain operation reference (DCOR), pembobotan AHP, OMAX, traffic light system, dan penentuan strategi menggunakan analisis SWOT. Pengumpulan data meliputi: jumlah pelanggan, hasil penjualan, waktu operasional, kecacatan dan kerusakan minyak VCO, pesanan yang mengalami fill rate, kepuasan pelanggan, dan hasil pembobotan AHP. Pengolahan data meliputi: membuat mapping demand chain, menentukan KPI berdasarkan model DCOR, perhitungan hasil pencapaian KPI, scoring system dengan OMAX, evaluasi KPI dengan traffic light system, dan penentuan strategi dengan analisis SWOT. Dalam penentuan KPI, didapatkan 14 KPI yang disesuaikan dengan kondisi minyak VCO BBL yang merupakan bagian dari 6 (enam) performance categories meliputi: sales and marketing, distribution, quality, reliability, flexibility, dan service level. Hasil analisis menunjukkan bahwa kinerja demand chain management pada minyak VCO BBL yaitu 6,388 yang berada pada kisaran 3,01 ≤ 6,38 ≤ 8,00. Hasil evaluasi traffic light system dari 14 KPI, terdapat 4 (empat) KPI berada pada zona merah, 3 (tiga) KPI berada pada zona kuning, dan 7 (tujuh) KPI berada pada zona hijau. Hasil analisis SWOT merekomendasikan strategi meliputi: menjaga kerjasama dengan supplier dan kelompok tani, menjaga kualitas minyak VCO, meningkatkan pelayanan konsumen, menambah pekerja untuk mengelola pemasaran, meningkatkan strategi promosi, mengoptimalkan transportasi desa, membedakan target KPI (fill rate, response time, dan average days per schedule change) berdasarkan tipe pelanggan, kerjasama dengan industri produk turunan minyak VCO, evaluasi kepuasan pelanggan, dan kerjasama dengan pesaing. Kesimpulan penelitian yaitu hasil kinerja demand chain management pada unit usaha minyak VCO BBL cukup baik dengan nilai 6,388. Terdapat 4 (empat) KPI memiliki kinerja baik, 3 (tiga) memiliki kinerja cukup baik, dan 7 (tujuh) KPI memiliki kinerja kurang baik, sehingga direkomendasikan suatu usulan strategi untuk meningkatkan kinerja demand chain management minyak VCO BBL. VCO BBL has supply chain activities such as production, raw material preparation, and distribution, as well as demand chain activities such as sales, promotions, and services. There was an imbalance in oil production which reached 1,000 liters per month with a relatively low sales volume. Still have little customers, lost many customers, there is no routine work evaluation, don’t have specific planning strategies to manage sales, lack of a promotion strategy, and competition are the causes of these problems. At this time, performance evaluation in demand chain operations very important carried out by BBL. The formulation of the problem in the research is how is the performance of demand chain management and how is the proposed strategy for the VCO business unit BBL. The aim of knowing the results of demand chain management performance appraisal and recommend appropriate strategy proposals forgiven to BBL. The research methodology namely field studies and literature studies, problem formulation, research objective setting, data collection, data processing, analysis, and conclusions. In this study, performance appraisal uses a demand chain operation reference (DCOR) model approach, weighting AHP, OMAX, traffic light systems, and determining strategies using SWOT analysis. The data used namely the number of customers, sales results, operational time, oil defects and damage, fill rates, customer satisfaction, and AHP weighting results. The stages in the research were making demand chain mapping, determining KPIs based on the DCOR model, calculating the results of KPIs achievement, a scoring system with OMAX, evaluating KPIs with a traffic light system, and making strategic recommendations used a SWOT analysis. In determining the KPI, 14 KPIs were obtained which were adjusted to the conditions of VCO BBL which were part of the 6 (six) performance categories namely, sales and marketing, distribution, quality, reliability, flexibility, and service level. The results showed that the demand chain management performance in the VCO BBL was 6,388 which was in the range of 3,01 ≤ 6,38 ≤ 8,00. The results of the traffic light system evaluation of 14 KPIs, there are 4 (four) KPIs in the red zone, 3 (three) KPIs in the yellow zone, and 7 (seven) KPIs in the green zone. The results of the SWOT analysis recommend improvements in performance, namely, maintaining cooperation with suppliers and farmer groups, maintaining the quality of Virgin Coconut Oil, improving customer service, adding workers to manage marketing, improving promotional strategies, optimizing village transportation, differentiating KPIs target (fill rates , response time, and average days per schedule change) based on customer type, cooperating with the Virgin Coconut Oil derivative product industries, evaluation of customer satisfactions, and cooperating with competitors. The conclusion of this research is that the performance of demand chain management in the VCO BBL is quite good with a value of 6.388. There are 4 (four) KPIs that have good performance, 3 (three) have fairly good performance, and 7 (seven) KPIs have poor performance, so a proposed strategy is recommended to improve the performance of the demand chain management of VCO oil BBL.
