Abstract
ABSTRAK Perum BULOG Sub Divisi Regional Cianjur adalah perusahaan umum milik Negara (BUMN) yang bergerak di bidang logistik pangan. Ruang lingkup bisnis perusahaan meliputi usaha logistik atau pergudangan, survey dan pemberantasan hama, perdagangan komoditi pangan dan usaha eceran. Sebagai perusahaan yang tetap mengemban tugas publik dari pemerintah, BULOG tetap melakukan kegiatan menjaga harga dasar pembelian untuk gabah, pengelolaan stok pangan, dan menyalurkan Beras untuk Keluarga Sejahtera (RASTRA) dan lain-lain. Penelitian ini bertujuan mengetahui karakteristik mutu beras yang diterima Perum BULOG dan melakukan perbaikan, mengetahui karakteristik mutu beras yang diterima Rumah Tangga Sasaran – Penerima Manfaat (RTS-PM), mengetahui hal-hal apa saja yang membuat terjadinya penurunan kualitas beras yang ada di Perum BULOG Divisi Regional Cianjur. Penelitian ini menggunakan metode DMAIC Six Sigma. Pengumpulan data yang diperoleh untuk melakukan penelitian ini adalah data pengadaan beras selama 6 (enam) bulan dari periode Januari – Juni 2019, data stok beras akhir bulan periode Januari – Juni 2019 dan karakteristik standar beras yang diterima BULOG maupun Rumah Tangga Sasaran – Penerima Manfaat (RTS-PM) . Hasil penelitian ini didapatkan penyebab tingginya kualitas beras turun mutu yang terjadi di Perum BULOG Sub Divisi Regional Cianjur, kinerja yang dilakukan oleh Perum BULOG Sub Divisi Regional Cianjur dalam melakukan pengecekkan kualitas beras belum maksimal dari hasil pengkajian fishbone diagram yang ada di Perum BULOG Sub Divisi Regional Cianjur sehingga perhitungan kapabilitas proses dan DPMO dari turun mutu kualitas beras selama 6 bulan diperoleh nilai DPMO rata-rata sebesar 3,253 dengan nilai sigma level sebesar 4,5583. Hal ini menunjukkan bahwa pada proses pengecekkan kualias beras yang akan masuk ke gudang memiliki tingkat kapabilitas proses yang cukup tinggi, tetapi hal tersebut belum mencapai target dari peningkatan kualitas six sigma yaitu mencapai sigma level sebesar 6 sigma. Kata kunci: DMAIC, Six Sigma, Fishbone Diagram, Sigma Level Abstract Perum BULOG Sub Regional Division Cianjur is a state-owned public company (SOE) engaged in food logistics. The scope of the company's business includes logistics or warehousing business, pest survey and eradication, food commodity trading and retail business. As a company that continues to carry out public duties from the government, BULOG continues to carry out activities to maintain the basic purchase price for grain, food stock management, and distribute Rice to Prosperous Families (RASTRA) and others. This research aims to find out the characteristics of rice quality received by Perum BULOG and make improvements, know the characteristics of rice quality received by Target Household – Beneficiaries (RTS-PM), know what things make the decline in rice quality in Perum BULOG Cianjur Regional Division. This research uses the DMAIC Six Sigma method. The data collected to conduct this study is rice procurement data for 6 (six) months from January to June 2019, rice stock data end of January – June 2019 and standard characteristics of rice received by BULOG and Target Household – Beneficiaries (RTS-PM). The results of this study were obtained because of the high quality of rice down quality that occurred in Perum BULOG Sub Regional Division cianjur, performance conducted by Perum BULOG Sub Regional Division cianjur in checking the quality of rice has not been maximal from the results of fishbone diagram assessment in Perum BULOG Sub Regional Division Cianjur so that the calculation of process capability and DPMO from the decrease in rice quality for 6 months obtained an average DPMO value of 3,253 with a sigma level value of 4,5583. This indicates that in the process of checking the rice kualias that will enter the warehouse has a high level of process capability, but it has not reached the target of improving the quality of six sigma which is reaching sigma level of 6 sigma.
