Abstract

ABSTRAK Pelabuhan Batu Ampar Batam terletak di pulau Batam yang merupakan Kawasan Perdagangan Bebas dan Pelabuhan Bebas dengan arus kedatangan kapal dan volume bongkar muat barang dari peti kemas yang tinggi, baik kegiatan ekspor maupun kegiatan impor, yang artinya pelabuhan ini menangani kunjungan domestik dan internasional. Tetapi kinerja pelayanan Pelabuhan Batu Ampar dinilai lamban karena layanan dermaga yang tidak maksimal sehingga mengakibatkan dampak ongkos tinggi dan antrian pada kapal, sehingga perlu adanya evaliuasi mengenai analisis kinerja pelayanan Pelabuhan Batu Ampar Batam. Penelitian ini dilakukan dengan mengumpulkan data di Pelabuhan Batu Ampar Batam selama bulan September 2019, selain itu diperlukan data pendukung tambahan yang diperoleh dari hasil observasi lokasi dan wawancara. Penelitian ini menggunakan metode pengukuran kinerja pelayanan yang menghitung waktu tunggu kapal (waiting time), waktu pelayanan pemanduan (approach time), waktu efektif (effective time dibanding berth time), tingkat penggunaan dermaga (berth occupancy ratio/BOR), dan tingkat penggunaan lapangan (yard occupancy ratio/YOR). Dari hasil penelitian ini didapatkan hasli perhitungan waiting time sebesar 0.26 jam (15 menit) yang, mengalami rata rata percepatan 77% dengan hasil kategori baik, sedangkan approach time, hasil perhitungannya sebesar 0.42 jam (26 menit) mengalami perepatan sebesar 58% dengan kategori baik, untuk ET:BT dinyatakan memiliki kinerja cukup baik dengan rasio 50 % jika dibandingkan dengan satndar ketetapan dari Pelabuhan batu ampar, sedangkan jika dibandingkan dengan KSOP Dirjen Pergubungan Laut masih belum mencapai target yang seharusnya rasio 60%. Utnuk perhitungan BOR mendaptakan rasio sebesar 89.53% yang dinyatakan belum efektifnya penggunaan dermaga, sedangkan perhitungan YOR didapatkan hasil rasio sebesar 62.12% artinya kurang baik dan kurangnya paebaikan dari fasilitas dermaga yang ada maupun alat yang mendukung kegiatan. This research was conducted by collecting data at the Batu Ampar Batam Port during September 2019, besides that additional supporting data is needed obtained from the results of location observations and interviews. This study uses a service performance measurement method that calculates the waiting time of ships (waiting time), approach time, effective time (effective time compared to berth time), berth occupancy ratio (BOR), and level of field use. (yard occupancy ratio / YOR). From the results of this study, the result of the calculation of waiting time is 0.26 hours (15 minutes) which, experiencing an average acceleration of 77% with good category results, while the approach time, the calculation results of 0.42 hours (26 minutes) experienced an acceleration of 58% with a good category. , for ET: BT is stated to have a fairly good performance with a ratio of 50% when compared to the standard of stipulation of Batu Ampar Port, whereas when compared to KSOP the Director General of Sea Transportation still has not reached the target which should be the ratio of 60%. For the calculation of BOR, a ratio of 89.53% is stated that the use of the jetty is not effective, while the YOR calculation results in a ratio of 62.12% which means that it is not good and there is a lack of repair from the existing pier facilities and the tools that support activities.
