Abstract

ABSTRAK Petani, gapoktan dan ritel merupakan aktor rantai pasok di dalam rantai pasok komoditas brokoli di Desa Cikidang, Kecamatan Lembang. Para aktor rantai pasok memiliki keuntungan yang berbeda-beda dan keuntungan yang terendah didapatkan oleh petani selaku hilir dari rantai pasok brokoli ini. Penelitian ini dilakukan untuk melihat perilaku sistem rantai pasok apabila diterapkan penyelarasan insentif, RSC action dan petani gagal panen. Metode yang digunakan menggunakan pendekatan dinamika sistem dengan perenapan skenario penyelarasan insentif, RSC action dan petani gagal panen. Skenario utama yang dibuat adalah penerapan cost sharing gapoktan terhadap petani (skenario 1), penerapan insentif yang diberikan oleh pemerintah (skenario 2), penerapan insentif yang diberikan oleh ritel (skenario 3), penerapan RSC action oleh aktor rantai pasokan (skenario 4), petani gagal panen (skenario 5) dan skenario gabungan lainya yang berjumlah 33 skenario. Hasil penelitian penerapan skenario 1 keuntungan petani meningkat 110%. Keuntungan gapoktan mengalami penurunan sebesar -85%. Ritel tidak mengalami perubahan. Hasil penerapan skenario 2 keuntungan petani tidak mengalami perubahan. Keuntungan gapoktan mengalami peningkatan sebesar 303%. Keuntungan ritel meningkat sebesar 10%. Hasil penerapan skenario 3 keuntungan petani mengalami peningkatan sebesar 60%. Keuntungan gapoktan mengalami peningkatan sebesar 107%. Keuntungan ritel menurun sebesar -20%. Hasil penerapan skenario 4 keuntungan petani mengalami peningkatan sebesar 49%. Keuntungan gapoktan mengalami peningkatan sebesar 142%. Keuntungan ritel meningkat sebesar 35%. Hasil penerapan skenario 5 keuntungan petani mengalami penurunan sebesar -91%. Keuntungan gapoktan mengalami peningkatan sebesar 115%. Keuntungan ritel menurun sebesar -1%. Kesimpulan, skenario yang terbaik dari sudut petani adalah skenario gabungan cost sharing, insentif pemerintah dan insentif ritel dan skenario yang terbaik dari sudut rantai pasok adalah skenario gabungan cost sharing, insentif pemerintah dan RSC action. Actors supply chains have different advantages and the lowest profits are obtained by farmers as downstream from this broccoli supply chain. This research conducted to examine the behavior of the supply chain sistem when incentives are aligned, RSC actions and farmers failed to harvest. The method used is a sistem dynamics approach with the implementation of scenarios incentive alignment, RSC actions and failed farmers. The main scenarios are the implementation of cost sharing (scenario 1), the application of incentives provided by the government (scenario 2), the application of incentives provided by retailers (scenario 3), the implementation of RSC action by supply chain actors (scenario 4), failed farmers' harvest (scenario 5) and combined scenarios operating 33 scenarios. The results of the research on the application of scenario 1 farmers profits increased by 110%. farmers community profits decreased by -85%. Retail has not changed. The results of the application of scenario 2 farmers profits did not change. farmers community profits increased by 303%. retail profits increased by 10%.
