Abstract
BSTRAK Anugrah Wiwit Probo Saputri, Analisis Kelayakan Ekonomi Pembangunan Jalan Layang (Flyover) Akibat Aktivitas Logistik (Studi Kasus : Jalan Prof. M. Yamin – Kol. M. Koekoeh, Kota Sungai Penuh, Provinsi Jambi), Bandung, Manajemen Transportasi, 2018. Adanya kepadatan lalu lintas yang terjadi pada ruas Jalan Prof. M. Yamin, Kota Sungai Penuh, Jambi disebabkan oleh aktivitas logistik yaitu, pasar tradisional Tanjung Bajure yang kelebihan kapasitas sehingga, mengakibatkan adanya penyempitan jalan atau bottleneck. Pemerintah Kota Sungai Penuh belum memiliki solusi relokasi pasar Tanjung Bajure. Oleh karena itu Pemerintah Kota Sungai Penuh memiliki rencana untuk melakukan pembangunan jalan layang (flyover). Penelitian ini memiliki tujuan : Untuk mengetahui jumlah proyeksi pergerakkan lalu lintas pada 20 tahun mendatang, untuk mengetahui jumlah nilai manfaat dalam keadaan Do Nothing dan Do Something, dan untuk mengetahui kelayakan ekonomi pembangunan jalan layang (flyover) sepanjang Jalan Prof. M. Yamin - Kol. M. Koekoeh di Kota Sungai Penuh, Provinsi Jambi. Analisis kelayakan ekonomi merupakan salah satu aspek studi kelayakan untuk mengetahui layak atau tidaknya proyek pembangunan tersebut dilihat dari sisi ekonomi. Penilaian kelayakan ekonomi didasarkan pada beberapa parameter analisis ekonomi, seperti Net Present Value, Benefit Cost Ratio, Economic Internal Rate of Return. Proyek dikatakan layak jika NPV > 0, BCR > 1, dan IRR lebih besar dari tingkat suku bunga saat ini. Dalam penelitian ini, data yang digunakan adalah data primer yang diambil dengan menggunakan teknik survei, wawancara dan observasi lapangan, serta data sekunder yang didapatkan melalui situs resmi Badan Pusat Statistika Kota Sungai Penuh, Provinsi Jambi. Berdasarkan hasil penelitian, pergerakan kendaraan kondisi do nothing tahun 2019 sebanyak 2.133.881 smp / tahun via jalan pasar dan 2.635.556 smp / tahun via Jalan Proklamasi. Sedangkan, pada tahun 2038 sebanyak 5.274.863 smp / tahun via jalan pasar dan 6.041.655 smp / tahun via Jalan Proklamasi. Pada kondisi do something tahun 2019 sebanyak 2.859.080 smp / tahun via jalan layang (flyover) dan 1.306.586 smp / tahun via Jalan Proklamasi. Sedangkan pada tahun 2038 sebanyak 6.793.764 smp / tahun via jalan layang (flyover) dan sebanyak 3.106.524 smp/tahun via Jalan Proklamasi. Nilai manfaat Rp 41.055.750.851,-/tahun pada tahun 2022, Rp Rp 52.713.854.365,- / tahun pada tahun 2027, dan Rp 84.553.107.796,-/tahun pada tahun 2038. Studi kelayakan ekonomi NPV sebesar Rp (Rp 222.492.338.408), BCR sebesar 0,544972368, dan IRR 2,60257108243% lebih kecil dari nilai suku bunga pengembalian dipasaran yaitu, 12% dan tidak mampu mengantispasi gejolak ekonomi yang diprediksi tidak lebih dari 35%. Setelah dilakukan analisis kelayakan berdasarkan aspek ekonomi, pembangunan ini dinyatakan tidak layak dilaksanakan. Yamin – Kol. M. Koekoeh, Sungai Penuh City, Province Of Jambi), Bandung, Manajemen Transportasi, 2018. The presence of traffic density that occurred on a Prof. M. Yamin – Kol. M. Koekoeh Street, Sungai Penuh, Jambi was caused by logistic activity, namely, ‘Tanjung Bajure’ the traditional market is overcapacity and causes the bottleneck situation., The Government of Sungai Penuh City does not have Tanjung Bajure market relocation solution. Therefore, the Government of Kota Sungai Penuh has a plan to build overpass (flyover). This research has the objectives : To determine the total of the projections of the traffic movements in the next 20 years, to determine the value of benefits in Do Nothing and Do Something conditions, to determine the amount of the value of the economic feasibility of the construction of overpass (flyover) along Jalan Prof. M. Yamin until Kol. M. Koekoeh, in Sungai Penuh, Province of Jambi. Economic feasibility analysis is one aspect of a feasibility study to determine the feasibility of construction projects from an economic standpoint. Economic feasibility assesment is based on sseveral parameters of economic analysis, such a Net Present Value, Benefit Cost Ratio, Economic Internal Rate of Return. The project is feasible if NPV > 0, BCR > 1, and IRR is greater than the current interest rate. In this research, the data used is primary data taken by interview, survey, and observation, and the secondary data is obtained by the official website of Badan Pusat Statistik Kota Sungai Penuh, Province of Jambi. Based on the research result, the vehicle movement on the do nothing condition in 2019 is 2.133.881 smp/year via the market street and 2.635.556 smp/year via Proklamasi Street. In 2038 is 5.274.863 smp/year via the market street and 6.041.655 smp/year via Proklamasi Street. Meanwhile, on the do something condition in 2019 is 2.859.080 smp/year via the market street and 1.306.586 smp/year via Proklamasi Street. In 2038 is 6.793.764 smp/year via overpass (flyover) and 3.106.524 smp/year via Proklamasi Street. The Benefits value of Rp 41.055.750.851,-/year in the year 2019, Rp Rp 52.713.854.365,- / year in 2027, and Rp 84.553.107.796,- / year in the year 2038. Economic feasibility study based on NPV is amounted Rp (Rp 222.492.338.408), BCR 0,544972368, and IRR 2,60257108243% samller than the rate of return on the market that is 12% and unable to anticipate the economic turmoil which is predicted no more than 35%.
