Abstract

ABSTRAK Pusat Logistik Berikat (PLB) merupakan tempat penimbunan berikat untuk menimbun barang asal luar daerah pabean dan/atau barang yang berasal dari tempat lain dalam proses pabean, dapat disertai satu atau lebih kegiatan sederhana dalam jangka waktu tertentu untuk dikeluarkan kembali. Dalam proses bisnisnya, masih banyak perusahaan dan pelaku industri yang belum paham mengenai prosedur persyaratan dan penerimaan (SOP) di PLB. Selain itu, terdapat keterlambatan dalam penyampaian informasi berupa penerimaan hasil presentasi terkait izin PLB bagi perusahaan/ pelaku industri yang mengajukan, salah satunya di PLB Kantor Wilayah Direktorat Jenderal Bea dan Cukai (DJBC) Jawa Barat. Dari latar belakang masalah yang telah disebutkan, penelitian ini bertujuan untuk menganalisis proses pembuatan SOP penerimaan fasilitas perizinan Pusat Logistik Berikat, serta menganalisis sumber permasalahan penyebab tidak terpenuhinya janji layanan di Kantor Wilayah Direktorat Jenderal Bea dan Cukai Jawa Barat. Berdasarkan hasil analisis simulasi model yang dilakukan menggunakan software Anylogic pada proses bisnis terkait SOP perizinan fasilitas Pusat Logistik Berikat di Kantor Wilayah Direktorat Jenderal Bea dan Cukai Jawa Barat menghasilkan enam langkah proses yang harus dilakukan yaitu proses pengajuan dokumen, penerimaan dokumen, pemeriksaan dokumen serta persetujuan dokumen. Sedangkan untuk permasalahan terkait pemenuhan janji layanan di Kantor Wilayah Direktorat Jenderal Bea dan Cukai yang dianalisis menggunakan diagram Fishbone, terdapat lima faktor penyebab tidak terpenuhinya janji layanan yaitu Man, Machine, Method, Material dan Environtment. Oleh sebab itu disarankan agar pihak Kantor Wilayah Direktorat Jenderal Bea dan Cukai melakukan perubahan SOP dari sistem manual menjadi sistem digital untuk sistem proses bisnisnya. Kata Kunci: Pusat Logistik Berikat (PLB), SOP, Proses Bisnis, Janji Layanan, Anylogic, Fishbone ABSTRACT The Bonded Logistics Center (PLB) is a bonded piling place for storing goods from customs areas and/ or goods from other places in the customs process, can be accompanied by one or more simple activities within a certain period of time to be re-issued. In its business process, there are still many companies and industry players who do not yet understand the requirements and acceptance procedures (SOP) at PLB. In addition, there was a delay in the delivery of information in the form of receiving the results of presentations related to the PLB permit for companies/ industry players submitting, one of which was in the PLB Regional Office of the Directorate General of Customs (DJBC) of West Java. From the background of the aforementioned problems, the goal of this research is to analyze the process of making SOPs for the reception of Bonded Logistics Center licensing facilities, as well as analyzing the source of the problems that cause unfulfilled service promises at the Regional Office of the Directorate General of Customs of West Java. Based on the results of the analysis of simulation models conducted using Anylogic software in business processes related to licensing SOP of Bonded Logistics Center facilities at the Regional Office of the Directorate General of Customs West Java produced a six step process that must be carried out, such as the process of filing documents, receiving documents, checking documents and approving documents. As for problems related to fulfilling service promises at the Regional Office of the Directorate General of Customs which were analyzed using the Fishbone diagram, there are five factors causing non-fulfillment of service promises such as Man, Machine, Method, Material and Environment. It is therefore recommended that the Regional Office of the Directorate General of Customs make changes to the SOP from a manual system to a digital system for its business process systems.
