vii STIMLOG Indonesia ABSTRAK Salah satu penyebab penurunan angkutan kargo udara di Bandara Frans Seda ialah mahalnya tarif kargo sedangkan perekonomian masyarakat lemah. Pengguna paling banyak kargo udara ialah perusahaan jasa ekspedisi. Berdasarkan hal tersebut untuk meningkatkan pergerakan kargo udara maka dilakukan upaya yang paling mendasar yaitu dengan melihat kemampuan dan kemauan membayar konsumen pengguna jasa. Tujuan dari penelitian ini adalah untuk mengetahui karakteristik responden, mengetahui kemampuan membayar dan kemauan membayar. Metode yang digunakan adalah metode ability to pay (ATP) dan willingness to pay (WTP) dengan penentuan tarif melalui central tendency. Hasil yang didapatkan untuk karakteristik banyak ditemui Karakteristik responden pengguna kargo udara yang paling banyak berasal dari kalangan pedagang/pengusaha, nilai ability to pay sebesar Rp.69.829/kg-trip, nilai willingness to pay sebesar Rp.48.961/kg-trip, dan tarif eksisting < ATP < WTP. Kata Kunci : Kargo Udara, pengguna jasa, Ability To Pay, Willingness To pay, Central Tendency. ABSTRACT One of the causes of the decline in air cargo transportation at Frans Seda Airport is the weak economy of the community as cargo users due to high cargo rates. Meanwhile, the source of cargo is packages sent by the public. Based on this, to increase the movement of air cargo, the most basic effort is made, namely by looking at the ability and willingness to pay for service users. The purpose of this study was to determine the characteristics of the respondents, determine the ability to pay and willingness to pay. The method used is the method of ability to pay (ATP) and willingness to pay (WTP) with the determination of rates through the central tendency. The results obtained for the characteristics found that the characteristics of respondents who use air cargo are mostly traders/entrepreneurs, the value of ability to pay is Rp. 69,829/kg-trip, the value of willingness to pay is Rp. 48.961/kg�trip, and tariff existing < ATP < WTP.
