Abstract

ABSTRAK Buncis merupakan salah satu jenis tanaman hortikultura yang masuk dalam kategori komoditas unggulan pertanian Indonesia. Di Desa Cikidang, Bandung Barat terdapat sebuah gabungan kelompok tani yang memproduksi buncis bernama Gabungan Kelompok tani Lembang Agri (Gapoktan Lembang Agri). Pelaku rantai pasok buncis di desa ini meliputi petani, Gapoktan, dan retailer. Salah satu permasalahan tersebut adalah distribusi keuntungan yang tidak merata antar pelaku rantai pasok. Penelitian ini dilakukan untuk melihat perilaku sistem rantai pasok apabila diterapkan index based price contract. Metode yang digunakan dalam penelitian ini adalah pemodelan sistem dinamis. Keluaran pemodelan simulasi menunjukkan Sebelum diterapkannya index based price, distribusi keuntungan pada masing-masing pelaku rantai pasok masih belum seimbang dimana Gapoktan menjadi pelaku yang mendapatkan keuntungan terbesar yaitu sebesar Rp. 15.350.000,00, keuntungan petani sebesar Rp. 7.670.000,00 dan keuntungan Retailer sebesar Rp. 5.074.000,00. Setelah diterapkannya index based price, distribusi keuntungan pada masing-masing pelaku rantai pasok sudah seimbang dimana Gapoktan menjadi pelaku yang mendapatkan keuntungan petani sebesar Rp. 15.840.000,00, keuntungan Gapoktan sebesar Rp.10.880.000,00, keuntungan Retailer sebesar Rp. 2.474.000,00. Dimana kesenjangan keuntungan antara Gapoktan dan Petani tidak terlalu besar yaitu sebesar Rp. 4.960.000,00. Dengan adanya subsidi pupuk dari pemerintah menyebabkan peningkatan keuntungan petani. Hal ini disebabkan karena adanya penurunan biaya operasional akibat adanya subsidi pupuk dari pemerintah. Dengan adanya subsidi pupuk pemerintah biaya operasional menurun menjadi Rp. 642,843.81,00 per 90 hari. Kata Kunci: Rantai Pasok Buncis, Index Based Price, Pemodelan Sistem Dinamis, Distribusi Keuntungan. vii STIMLOG Indonesia ABSTRACT Beans is one of the horticultural crops that fall into the category of Indonesia's leading agricultural commodities. In Cikidang Village, West Bandung, there is a joint farmer group that produces beans called Gabungan Kelompok Tani Lembang Agri (Gapoktan Lembang Agri). The main actors of bean supply chain system in this village include farmers, farmer groups, and retailers. One of the problems in this system is the unequal distribution of profits between supply chain actors. This research was conducted to see the behavior of the supply chain system when an index based price contract is applied. The method used in this research is dynamic system modeling. The simulation modeling output shows that before the implementation of the index based price, the distribution of profits in each supply chain actor was still not balanced, which is Gapoktan is being the biggest profit earner of Rp. 15,350,000.00, farmers' profit of Rp. 7,670,000.00 and Retailer profits of Rp. 5,074,000.00. After the implementation of the index based price, the distribution of profits at each of the supply chain actors has been balanced where Gapoktan is the actor who gets farmers' profit of Rp. 15,840,000.00, Gapoktan profit of Rp.10,880,000.00, Retailer profit of Rp. 2,474,000.00. Where the profit gap between Gapoktan and Farmers is not too big, that is Rp. 4,960,000.00. With the existence of fertilizer subsidies from the government, the farmers will increase profits. This is due to a decrease in operational costs due to fertilizer subsidies from the government. With the government fertilizer subsidy the operational costs decreased to Rp. 642,843.81.00 per 90 days.
